How long has Luffy had this power? Where'd he get it?

He got it about halfway through the manga after he fought admiral Aokiji. He figured out that if he uses his rubber body as "super-heart" he can boost his metabolism along with his speed and reflexes. The blood pressure spike would kill a normal human, but since he's made of rubber his organs can just stretch.

Using his rubber ability's, luffy pumps his blood faster through his legs. Normally a human would not last long like this but luffy has rubber veins as well allowing him to achieve great results. The steam is a result of rapid sweating because he is pushing his body to its limit. The heat generated from his skin causes his sweat to evaporate causing the steam. keep in mind that everytime luffy uses this, he shortens his life span.

ok so this is how it works luffy uses his legs as pumps to increase the speed of blood flow by how many times he pumps it making him faster, stronger, and stretch, twist, and retraction time is cut down to only seconds... am i right

He vulcanises his body. It makes him more flexible, stronger and able to push himself far further than his standard 'mode'. It also heats his body up (as if the 'vulcanization' term didn't make that obvious ^.^), hence the steam.

However, if you started it now it'd likely seem vastly outdated as many current manga have taken inspiration from some of Dragon Ball's original ideas, including both Naruto and One Piece. However, during it's original release and run, Dragon Ball revolutionised shonen anime in various ways and if you're interested in the history of shonen, I'd check it out.

That said, I do feel that One Piece has suppassed it. ^.^

It's similar to kaioken and super saiyan but imo it's infinitely more interesting. There's actually a physical reason for gear second and third as opposed to just training harder. Only one person in the One Piece world can do it instead of just certain types of people. Also the fact that he discovered it by accident (see: One Piece Movie #7) is pretty cool.

When Luffy was in Gear 2 fighting Blueno, it reminded me of Goku in Super Saiyan fighting Freeza,Cell,Buu,etc.. But it makes sense why Luffy is fighting like that because Oda-sensei is a big fan of Toriyama-sensei's work. Ever noticed that Goku and Luffy have a lot of similarities? (child-like behavior, huge appitites, unbeatable fighting recored, etc...)
