A turtle is amphibious, it almost always live on land and in water, such as sea turtles.

Tortoises tend to have alot tougher skin and are almost entirely if not entirely land based creatures, you can often tell by looking at them, turtles TEND to have a smoother, slimey look whereas tortoises are rough and tough.

There are more differences, but those are the main ones.
