That is never remotely suggested in the movie's continuity. Its much more likely that jack jack will have all of these abilities into adulthood. In comic nerd terms, all of his demonstrated powers go under a power category called molecular manipulation. It means he can change his molecular structure to emulate a series of powers and traits that only affect his physiology and no one else's. Just like the X-men villains Apocalypse and Mr Sinister

Well, that COULD be a possibility, but in the special features of The Incredibles two-disc DVD there's a "file" for each superhero that was part of that NSA (or whatever it's called). And there was one who had even more powers than Jack-Jack, I think his name was Meta Man? Anyway, he had about twenty or thirty different powers in adulthood, so I'm guessing the Pixar peoples just wanted to make Jack-Jack particularly powerful for laughs in the last scene and in the short. :)
