Probably on a conservative guess about 30% of cops out there are crooked. I've had to work at many uniformed officers houses and they don't live paycheck to paycheck on their 50k a year... @bill1405, see I thought the exact same thing. I have co-workers who claims they have heard of officers doing that. All though I have never agreed with it, I am pretty sure it has been done. I believe you have to bend rules sometimes to make the arrest but that is way past bending the rules and way over the line....
