With the Duke of Wellington arriving, and creating the Lines of Torres Vedras. Which was more like the trenches, and bunkers of WWI than Napoleonic battles. Actually, in the military aspect, while he (he himself - napoleon) was in spain commanding the operations, the situation was stabilized. Spain and Portugal never were easy to conquer though, and when he got out of Spain, shit happened.
