I saw someone on here who actually called the cops in and they backed him up (though don't expect that everywhere). Also I saw someone else who went with a printout of the 1965 coinage act which says pennies are legal tender and have to be accepted for when they challenged him. Personally I'd bring backup. "Can't take my pennies? How about these nice Sacajawea or Presidential Dollars? No? Kennedy half dollars? no? Well then have 150 two dollar bills for you."

Srry its Canadian regulation to protect merchants from having to spend hours counting pennies, all banks have to accept though. As far as I can tell in the USA, all coin is legal tender for private public debts, but go read snopes.com/business/money/pennies.asp. which explains that buisness still has the right to refuse any legal tender currency, although they should state somewhere that this is part of the contract (eg. wont accept any denomination over $20). Be safe out there.

AHA I found a currency regulation that says coins are a type of subsidiary currency , and a merchant can refuse anything over 25 cents, but it seems if they are rolled, no bank can refuse to exchange. If he wanted to peev the gov off he shoulda bought a turkey for whatever the cost of the tickets, pluck some feathers, ink onto it the amount, sign and then bring it in as a negotiable instrument, farmers still do this today to pay the tax man (IMF).

UCC 3-603 (b):"If tender of payment of an obligation to pay an instrument (parking ticket) is made to a person entitled to enforce the instrument (clerk) and the tender is refused (by supervisor), there is discharge (settlement), to the extent of the amount of the tender, of the obligation of an indorser or accommodation party having a right of recourse with respect to the obligation to which the tender relates." Look at the remainder of the Uniform Commercial Code. Sections cover time of payment, place of payment, type of payment, and so on. Pay attention to sections covering check, casher's check, teller's check, certificate of deposit, and so on. There is no requirement anywhere within that code to accept cash or any particular form of cash. Again, entities have a right to set conditions (when, where, how, etc) on payment of a legal debt.

Regardless of their 'policy' House Joint Resolution 192 states clearly that when agency demands payment that they cannot demand certain specie of payment. Pennies are legal tender. If they aren't, they would have taken them out of circulation ages ago. File a criminal complaint against both the window clerk and her supervisor for making a legal determination and practicing law without a license. Also for violation Public Law and her oath as a public official. It's fiat currency anyway.

Legal tender or not, any individual, organization, business, or government entity has a right to set conditions (when, where, how, etc) on payment of a legal debt. If this "cowboy" refuses to comply with those conditions (not pay), he can reasonably expect even greater fines and (depending on state laws) potential loss of his drivers license.

Mastercard, Visa accepted only is a clear violation of Public Law and is a criminal offense. Public Law means that HJR 192 has been codified and is law. Let's look at the UCC which is the law of the land the world over. (Above.)

Look at the video I favourited on my channel that shows a British guy sending the ticket back to the local authorities marked, "Return to sender. No consent, no contract". These unlawful tickets are contracts and they can only bind you if you consent. Check out the Freeman On The Land movement and the videos of Rob Menard in North America and John Harris in the UK.

I've had one of those private ones and they aren't worth the paper they are printed on but then, neither are the so-called official ones if you know how to deal with them.
