Brown has refused to mount an investigation of the tax credit allocation committee. Robert Hedrick has said in writing that the committee, the supervisor of thousands of tax credit properties, has no policy nor definition for the exclusion of temporary, non-recurring, or sporadic income. This exclusion is required by 29 CFR 5.609. This widespread practice effects thousands of seniors, and physically challenged who apply. These applicants and tenants are denied equal protection.
