Technically, I guess so. Participants have tried stalling in the past, and it's no DQ (so no countouts). Heck, in 1999 McMahon and Austin entered the ring, exited through the ropes, and didn't get back in the ring until near the end. There's no rule, to my knowledge, which stipulates that you HAVE to enter the ring straight away.

When Undertaker started transitioning towards his ABA character immediately before going on his 8-month hiatus, they should've had him start coming out to the fast version of the Ministry theme he used at WM XV again to sort of give an indication that the "evil" of the Lord of Darkness character was beginning to wane or something like that, know what I mean? Because he switched to the slow version as he started acting more "evil" (turning heel back in April as the Corporate Ministry was formed).

@Helitack47 They didn't normally have surprise entries during a RAW/SD rumble match. Normally the whole "cast" is known about ahead of time so there is no shock when the last guy comes out. So Cole didn't really give it away, he was just reminding us he was coming out and building the story. That's partly of why there was no reaction when he came out, everyone knew he was coming. Plus he didn't quite get the "pop" then that he does now.
