are you serious ? he is probably one of the most difficult characters to play. and by himself he is not very good at all. you have to use nirvana A LOT to make him good. and even then its a lot more difficult than most characters.
Playing Carl is a pain in the ass. At higher levels of play people will know what kind of setup he is planning, so they'll tried to avoid it. A Carl player pretty much must FORCE the opponent into his setups
Hakumen does take skill and practice. He needs to be able to IB most attacks to build meter and escape pressure since he is so defense oriented. He is physically retarded on the ground with how bad his ground mobility is. He has a terrible mix-up game, with his overheads taking 3 magatama and usually not even working on a decent player unless you use 2147C, which won't even net much damage. Hakumen has to have mastery of so much fundamentals that he takes more skill than you'd think, genious.

Rachel, Ragna and Carl can escape the loop as well. There was a vid showing that it's possible for Arakune, Tao, Noel and Litchi to escape as well, but I'm not sure if all the methods are fullproof.
I find it kind of odd that Carl's rated tier is so low, yet I see him win more matches than he loses almost all the time because of the merry-go-round loop combos he has.

That's practically an impossibility, given Carl's ability to transport Nirvana (his robot) to where ever he's located in a split-second, the fact that Nirvana can be used as a giant shield & blockade, and that Carl tends to hide behind it almost all the time.
Not really "cheap", Carl overall strategy is to get players trap between him and his robot. Takes alot of skills to set it up, and then turn it into big damage.
Carl really isnt Fair. they way he can just keep comboing like that.

carl is very hard to master. the only thing i managed with him is a decent 7 hit. he takes a lot of time to master.
