Spillway park, if you go through the warehouses where plan b is, hook a left, go past the end of the spillway and it'll be on your right through a fence. Can't remember what you have to do to unlock it.

This is up on the top of Spillway Park, which is off to the side of the Plan B warehouse. Basically if you're coming from the PB warehouse looking at the end of the spillway, go left and along the fence, you'll find it.
