@thumper444 No. You wan't water to be filtered through wetland plants (ideally) because they will break down most pollutants over time. Non-permeable surfaces also redirect water away from agriculture and green areas exacerbating drought. Additionally, large non-permeable surfaces like parking lots support virtually no wildlife where a well designed rain garden can support literally hundreds and hundreds of species in the same area.
i think in some places you need runoff to help dilute the pollution
