Will the blue painter's tape not damage paint as a result of the glue on the backside of the tape itself?

No. As long as you don't leave it on very long the tape comes right off with no problems. I've taped off thousands of cars with no problems.

will a porter cable 7424 with orange pad work for this?

Yes, but it will take longer and depending on the severity of the damage, it might take more than one application of polish...I'd also recommend using 4" pads with the 7424. I find the smaller pads not only cut faster but also make it easier to use when working with small areas like headlights.
