I mean look at Kenya. Does it see the need to compete with Uganda? Is Uganda on the look-out to take Kenya down? How about the DRC? Right now Uganda is benefiting from good relations with them by being allowed to send troops after rebels like the LRA. Or how about (south)Sudan? Will Sudan feel threatened? If the referendom goes through there should be no probs as Uganda is good with the S.Sudan forces ad if it doesnt then Sudan has enough air power to stave off Uganda. Rwanda wont bother.
This siging of the SU30MK2 appears to be false. One Ugandan general (I dont think it is the one in this vid) has come out and said how they are not buying the planes but sending their own Mig21/23's to Russia for overhaul. I mean not even Museveni can accept this as approiate spending. Though there are Ugandan officials staying quite on the subject which therefore brings up the nessecary points this reporter has made. However I cant see it triggering an arms race.
Ciceroji would you rather alot is allocated to defence and only 1bn on health?? Have a look at uganda's supplementary budget video(youtube). I know it was kind of a suggetion but i was shocked when he allocated 71bn to defence and only 2.5bn to Health. Watch the video pls
I am not sure people realize that security is a requirement of development. Study the Ivory Coast problem. Now, the SU30 would be overkill, but they are not purchasing it! Oh, and the numbers on health are inaccurate. Uganda spends $1 billion per year on health.
Oh my goodness what for? Buy road graders, build vocational schools, ambulances that the citizens may enjoy the blessing of their land.
This just clarifies the point as to why you had to allocate Shs.71billion(for Defence), Shs.30billion(Electoral commission) and JUST Shs. 2.5billion for Health. The world dis watching you. Besides, even a 4 year old child will opt for medical services before anything else comes up.
