The referendum did not proceed because it was just an excuse. It was not intended for the greek people to cast their will, but to get over the opposition from the greek conservative party. It was not the other parties who ruined the effort but HIS OWN guys, and especially the number 2 of the greek socialist party (PASOK). If he really wanted for the greek people to cast their vote, he would have proposed the referendum from the beginning of the IMF invasion.
