I think you live in the south, You may need to have someone take you to kuwait city, I don't know why did they let you live in an under construction area. I think you need to talk to them , tell them you wanna live in salmiya

and go to sultan center for grocery, for shopping go to marina mall in salmiya, Souk shark in sharq area and Koot mall in fahaheel
