I think that if by some chance that D.B. Cooper is still alive, he would make a death bed confession, just a final laugh at the system to say "HA HA, I got away with it"!!! He may even have planned to do confess, but died unexpectedly. I sincerely doubt that he lived through that though. At that speed and altitude the wind sheer could have actually knocked him out making him unable to open the chute, or he could have spiralled out of control. It seems as if we will never know.
