Well, it's the museum's fault for not putting glass over the painting.

@96Bevo They did put glass over the painting at the end as soon as Mr. Bean gave his speech about the painting. I think the reason they didn't put the glass earlier was because, probably if the put glass over the painting in front of crowd of people who came to see Whistler's Mother, the light on the glass would shine very bright and people might have difficulty seeing the painting. After Mr. Bean said his speech, the museum owner said "okay let's seal it up" and then glass was put over it.
