You know, pupils dialate like that with light. All you have to do is go into a dark place and they will grow and a bright place and they will shrink. This is because eyes limit the amount of light taken in. So you don't see too much light, they shrink, and so you see more light, they grow. This person was simply moving his/her hand or something in front of their face.
