Actually it was never based on GoldSrc. Valve was developing the Source engine while developing Half-Life 2. Raising The Bar implies that they started Source from scratch, but it's obvious that they had many placeholders from GoldSrc (old models, sounds, HUD etc.) at least.
@Arthemesic yes,They actually started development immediately after hl1 was released,and in 1999,they started development on hl2 and the source engine, and in 1998,back when city 17 was just a concept,it was planned to run on teh goldsrc.
Well of course they had to take the initial concepts to GoldSrc, since Source was nowhere near usable at that point. It was only a bunch of code at that point.
Get Your Free TVs! was the first map/concept to introduce Source. The map design looks great, but there was a huge load of placeholders from GoldSrc, the HUD for example.
Guess I have to say good luck. I stopped trying to make mods after I realized Source is way over my head. All I can do is make a semi-decent map with no scripted sequences.
If you wanted to have Hydra somewhere in your mod, you'd have to port the Hydra model from beta format to retail format. After that, fix the animations and AI. Then I guess you're close to getting it to work. But even if you did all this, you're bound to realize why Valve removed Hydra in the first place.
@Arthemesic Yes,I understand and I have a fully functioning Hydra model with textures and animations! All I just need is the AI and I will have a functioning Hydra!
(P.S. Again:How do I import the Gargantua to my mod cause it is going to be a boss)

That was what I was under the impression it was. TBH, I think most of the things in the WC Mappack date to 2002-3 some are as old as 2001.

That would really be quite random, really. The Hydra is quite buggy & glitchy, if you were to take it straight from beta. Needs a lot of fixing.
Also, where would you place Hydra in the retail, without it looking very random/pointless?

Congratulations for the Hydra model, it's pretty hard to come by as far as I know.
Porting a model from GoldSrc is quite impossible I think. Lots of tweaking ahead of you, I think.
