The second switch is at Candy Mountain. It's in Area 4 where you first come across TAC.  The moment you drop down from the screen, move to your left and you'll see the door suspended in the air. That's how I kept missing it.

there are 2 areas like that in dyna blade they each give you have of all available abilities including nuke and voice

ok in the second stage climb the ladders up to the second floor and were there is a bomb block in the middle of a bunch of others (hit it with yo yo or beam)
