Xion is an imperfect replica of sora created by Xemnas as a sort of fail-safe incase Sora became useless. She resembles Kairi becuase she was Sora's strongest memory at Xion's time of birth, so Xion can be classed as male, female or genderless

i have theory about how Kairi had 2 nobodies as we know in KH1 Kairi was captured she lost her heart and was given to Sora and a nobody was born, and until the part up to when Sora used the Dark Keyblade on him self he had 2 hearts and when Kairi got her Haert back and Sora turned into a heartless 2 Nobodies where born but thats my theory and i can't prove this until 358/2 Days comes to the US
