It's Dave Moffat from The Moffats band (4 brothers) when he was young. They were fairly successful, although they sounded like chipmunks singing. They are still very popular in parts of central Europe though they have all become solo artists now. Interesting trivia...Dave from this clip announced he was gay in 2001. It's rumoured to have caused the band to break up, mainly due his fathers (and manager) refusal to accept his homosexuality.
