This is an all white domestic pidgeon. Probably a racing homer. Some people have all white flocks that they charge to be released at weddings, etc. and some don't return.
It looks like a white dove, but the beak isn't quite right. When it turns to the side though, you can see the perfect dove shape, including the head... something is wrong about the beak though, it should be yellow and a bit longer with a hook. It looks to have a band on the leg, and might be a pet.

This is a white rock dove - also commonly referred to as a pigeon.
