Is it really the suspect that could have caused a crash because ot be honest he would not have been driving like that had the cops not been chasing him like that think about it they could have EASILY followed the car in a helicopter or kept up with him by radioing ahead to possible jurisdictions he could have gone into at which point this all would have been avoided and NO ONE would have been in danger.

Helicopters aren't in surplus either; if you were to use a helicopter for the multitudes of chases that occur every day, the state or city would have to buy complete sets for each district, which means less funding for other important priorities including road maintenance (bad roads, by the way, have caused many more accidents than cop chases)
