The US had huge bases in the Philippines. Around '93 the Philippine govt notified our govt...in writing...that we were to vacate the bases by a set time. We did.

We'll do the same in Iraq. But they need to provide it in writing via normal diplomatic channels...not in a throwaway comment during an interview.

Here's the truth; the Iraqis are posturing for their upcoming elections, and do NOT want us to leave until they can handle the security on their own.

that's not what i remember. the philippine gov't always depended on huge rent checks from the US to finance their military (under marcos) or to subsidize their economy (more recently) after the pinitubo eruption severly damaged clark and subic bases, and with the USSR out of business in the area and elsewhere, the decision was made to vacate and save the billions in cleanup & rent expense

cloudshe: with all due respect, you remember incorrectly. We left when the Philippine Senate finally mustered enough votes to tell us to leave. That was the key event that started the ball rolling.

But, I do agree our govt didn't have much desire to retain the bases by 1992 (Pinatubo damage, high cost of "rent" paid, and end of the Cold War).

I'm sure we apply diplomatic pressure according to our priorities, but when democratically elected govts tell us to vacate, we vacate.
