Incorrect, a Prattyeka Buddha (or, as you have spelled it "Pacekka buddha") is the one achieved on the Hinayana Track, without teachers. Bodhisattvas are higher in the track than a Prattyeka Buddha. This boy may very well be Maitreya, yet to achieve the final state in this world.

for information, there are 3 kinds of buddha
1. samma sambuddha
2. pacekka buddha
3. savaka buddha
and i believe he wont be samma sambuddha, since samma sambuddha is someone who achieve enlightenment without help from any other teachers.
