I almost threw away my Dewalt Electric Screwdriver 7.2v Batteries, and bought 2 new ones for 60.00 but I saw this video. Both batteries after surging them as described, I am getting 8.1 volts out of them, after a short 30 minute charge. They are strong. Before they were totally dead. I couldn't even check for positive on the terminals because they were totally as dead as a brick. Just like new now. I am glad I saw this video.
NOT new technology, I ranRC cars and boats that ran on NiCd batterys years ago. I had what they called a reflex charger, that pulse reversed the polarity while charging the NiCd cell packs. It made the batteries last longer and always charged them to full capacity. We always discharged the batteries fully by soldering 1156 automotive bulbs together in groups of 10. Reversing the polarity is dangerous, batteries explode when you do that (shrapnel)and heat is the enemy so keep them cool.
so you connect + on the charger to + on the battery. that would make the most sense to me, as it would reverse the electrolysis reaction. Going the other way could be dangerous. My physics book says you can explode car batteries connecting + to - when jump starting a car. (battery acid would go everywhere)
There is a huge warehouse where your old recycled batteries go in one end, are 'Zapped' and come out the other in Lorries and sold back to you as new. Its true Gorilla199 told me!

I used a converted camera circuit (charged capacitor) and it works great!
The batteries were @least 4-6 yrs old previously unable to be charged!

Yes it is + to + and - to -. He has the polarity reversed which can be dangerous.

@mcgaugh57, Yes, most battery packs are made of AA single cells... works best if you rip the pack open and zap the individual cells.
