If superman could char Luthor before he presses the button he could definitely burn off Luthor's hand too. Superman isn't stupid, which makes me wonder if he intended Luthor's death even before Luthor presented the situation.

Given that only politicians with enough funding can run election campaigns, it is not at all strange that Luthor ended up becoming the president.
And since he is using his own money, that renders him immune to other people's strings, makes him even more dangerous as a ruler
Honestly, if Batman was the one killing Luthor he wouldn't 'turn' as quickly as Superman would, because Batman is very practical while Superman is VERY idealistic.

Sometimes the ends do justify the means, but I think the reason that we are horrified when a hero kills a villain is because we expect so much out of them. We hold them up on such a high pedestal that we consider them to be perfect. However, sometimes decisions need to be made.
