Great vintage video! Does anyone know why Onodi was credited the bhs 1/2 instead of Mostepanova?

According to International Gymnast, this skill was not submitted to the FIG simply because it wasn't one of Mostepanova's hardest elements and also it was performed together with other elements which were much more complicated. This element was done long before on the floor exercise. Mostepanova was the first to do it on the beam. Onodi and her teamates called the skill the "Mostie".
