Disturbing the peace does not apply to protests unless they are in private property, nor does it apply to what you are saying, just the amount of noise being excessive for the area, which is a public walkway with no noise ordinance.

Constitutionally you cannot arrest or detain someone for what they say. In cases of false allegations that falls under a civil crime unless spoken in court while under oath, or used to deceive an investigation into a crime.
