That's not an educated comment. The development phase is iterative, so while a lot of design hasn't been implemented yet, it is by no means sign of lack of capability or technology.

Excuses? My dear friend, I'm currently studying software engineering and I'm working on a Israeli robot arm (scorbot) designed for educational purposes. For a bunch of students to make a fully functional humanoid robot is very impressive. You can't even comprehend the overwhelming amount of design decisions the team has taken to make it so far. And as said before, development is done in iterative... perhaps you are only familiar with the waterfall method? :)
