2. The VT players were TRYING to foul him, so by not blowing the whistle (and stopping the clock), it helped duke.

the point is, they let that whole thing go for about 5 seconds without calling anything. players get away with a walk all the time, but they were obviously trying to faul him and stop the clock. the reffs were useless there.
