Since the room with the boat and the EB refs is in Pokey's building. I am just spit balling here but do you think that it could be Pokey holding on to a distant friendship with Ness with things that he could remember him by. Just maybe.

You also missed the friend's yo-yo, a weapon you can get. I think it's a reference to Ness being Porky's friend in the beginning and the fact that Ness uses a yo-yo.
