Short story: No.

Slightly Longer Story: If there is a scheduling emergency or some other critical problem, only with permission of the Airport Security Director, this can happen. TSA Management, however, does a kick-ass job of keeping this from happening.

If you opt out you will be punished with an invasive grouping.  If the agent is pissed off you will be squeezed a little more than usual. These agents are on their best behavior that day because of the video and probably removed their "troubled" agents.
