This is all so true, I have a friend who's brother who is active navy 18 years in, happened to mention in a convo we were having about how reluctant the military is about giving prior military who may have been unfairly given a bad RE code a second chance how they would rather take in off the street kids with criminal records rather than give a 2nd chance to prior service men . He says that this is the cause for the rampant gang activity in the military and that he has witnessed it first hand

I say that if they find out a soldier is part of a gang they should immediately form an investigation going all the way back to before he/she enlisted, so if he/she was involved with gangs before joining the military the recruiter who signed them can be punished as well. May sound harsh, but this is the military and if they don't put their foot down the problem will worsen.

Freaking recruiters are maggots. They would show up to our high school, with a free lunch for staff to enjoy. They would specificly target our strugling students; continuation, ISP or any student cosidered to be academic trouble, or a substandered pupil. Give it time... soon a clearance will be needed for every MOS and a traffic ticket will have to be waivered. When I joined in fresh out of high school in 2002... I joined at the same time with a kid my age who had a GED, got a 31 on the ASVAB and had a few felony convictions... he was a waiver from hell, but the recruiter got him.
