Bardock was an average fighter. The thing is, Saiyans grow stronger the more beat up they get, especially when given a life threatening wound. Bardock was constantly returning from missions/battles beaten nearly to death. Thus, on numerous occcasions, his strength and power level increased by leaps and bounds. "At that rate, he may even surpass King Vegeta."

As for the scientist thing, they also mention that Bardock was the only one who could remember every detail of every fight. So, meh...
