The reason those statistics appear outrageous is because more white women are coming to black neighborhoods and hanging out with black men. I see them all the time. The black men can't come to their neighborhoods so they come to theirs all times of night. They flirt and tease and because so many black men see them as being "easy", they then have sex with them. Sometimes they do call others to join in. This is wrong, but women put themselves in this position.
Nonetheless, all black men are not weak like that, just like all white women are easy as some black men think they are. Whenever, you see an exaggerated statistic always do your research (like I did) and ask yourself how this come to be if it is indeed true.

MY FUCKING GOD I SAW ONLY ONE BLACK PERSON UP UNTIL I WENT TO THE ALTERNATIVE SCHOOL! And there they had TWO! OH MY FUCKING GOD! WOW!!! Natives were kept completely out of the normal high school, heck I only saw 3 natives once I moved to the valley at my high school before I went to the alternative school. Wanna take a guess how many were there? There were 5 natives for every 2 white people! YAY!! And this time the Yay is in a good context.

Sociologically, people tend to feel safer in groups, so slamming a different group can offer a feeling of group cohesion, and a place to feel safe. But at what price? Grew up in a town in Texas where racism was just taken for granted; it's a weak and destructive choice, and NEVER worth it. The reason those statistics appear outrageous is because more white women are coming to black neighborhoods and hanging out with black men. I see them all the time. The black men can't come to their neighborhoods so they come to theirs all times of night. They flirt and tease and because so many black men see them as being "easy", they then have sex with them. Sometimes they do call others to join in. This is wrong, but women put themselves in this position.
