why is in the tips you always have NE PAS + the infinitive?

Is this correct?

eg. conseil n7: ne pas parler

I thought it was supposed to be : Ne parle pas...

notice the verb is conjugated

That's same, in french we can say :

Ne parle pas ou Ne pas parler. Except that for "Ne parle pas", we tell it for one person, and "Ne pas parler' is for a group (we can use "Ne parlez pas" for the group too)

I think we muslims should learn and understand our religion first in order to be able to teach and inform others about it.

Many people see muslims having the same culture just because they are muslims but there are so many muslims with different cultural backgrounds, which makes it so confusing for a non muslim.
