It's a program called Faceposer. You get it when you download Source SDK from the Tools tab on Steam. It takes some skill to use, but I'm sure there are plenty of tutorials on how to use it.

Also don't forget Microsoft Speech SDK. Simply load the sound through Faceposer. But must have Microsoft Speech SDK for it to work without error.
