The police have management to make decisions about the use of resources and contingency funding to spend additional resources. It was bad management and operational decisions that went wrong NOT budgets. The police can be over budget if the need arises, and this was surely a need.
There were NO riots in London. These were looting sprees. Simple. Get the terminology right. The police were not at fault . They did what they could with the resources that their political bosses allow them.
