Yes it can... Simply, you start up Hypercam 3, Go to Options, the Interface tab, and it should be in the bottom right. (the "Pan Lock") :D

If you are trying to record a game like CS or CoD on the computer this will not work. The games use a special type of coding called DirectX, if you want to record video games on your computer you can use WeGame I do have a tut for it, also you can use Fraps, GameCam, Taksi, many others but this will not work for DirectX games, it will how ever work for Browser games like RuneScape and others.
