Y'know that seph locked himself in the data room for a week doing resaerch, and somone you talk to says that the important stuff isn't even in there... seph probably put together the pieces and deduced that the important stuff is in nibelheim, thats why he avoids saying it earlier and then is very serious about it here. (also they were giving cloud a part too)

To rpt234: Cloud didn't mean he was still working for Shin-Ra. As Zack died, he told Cloud that he was living proof that Zack lived at all, and to carry on his legacy. Zack was a First Class SOLDIER, so Cloud adopted that identity. (He never made it to SOLDIER on his own.) From that point on, Cloud pathologically lies to himself thinking he IS Zack, in a sense. He finally stops doing this near the end of FFVII. It's partially due to the mako poisoning and all the trauma he went through.
