Look at Gary Tuchman's report on CNN April 25, 2011 for an explanation of the forms Hawaii uses. It includes an interview with the former Republican head of the Hawaii Department of Health who personally examined Obama's certificate. Of course birthers only listen to other birthers, but I tried.

Because, as the story explains and Hawaii has confirmed, the state stopped issuing long form certificates in 2001. Obama had to apply for and be granted a special exception from the state to get a certified copy of the obsolete form. See Hawaii DOH Obama FAQ page for copies of correspondence with Obama's attorney re the exception.
