Diana had a cyborg body, when diana killed diana in her fighting suit (wich resembles the genocyber's later form) elaines soul fled into dianas body, so they made a deal to share 1 body,.
elaine lived councisous with the cyborg body of diana and kept dianas soul within her mind.
with both of theyr talents they force the fighting suit on the surface with theyr minds, that is why genocyber looks that way.
