The bubbles are caused by high organic matter. You see smaller foam like this on a lot of NZ beaches that are far from towns and cities. Can't remember the chemistry..... the brown comes from tannins I think (or dirt). The foam maybe from plant sapions (soap like compounds made by plants) or from some other plant based effect. So depending on location this could be evidence of a very health ecosystem..... abut an unusual example.
