The virus is will either bring the user back to life once dead, bring them back to life with enhanced musculatory and nervous system, or simply leave them dead. Wesker matched up to the status of taking full effects of the virus and escaped after he came back to life.

...Liquid died...he died in Solid 1 and was efficiently completely gotten rid of after Solid 2 since Ocelot replaced the arm with a metal one and put himself under psychohypnosis to trick himself into thinking he was Liquid.
