I don't know...you have to be very, very careful how much water you add into a bowl, 'cus some birds will also try to take a bath, and with this freezing cold weather it could be a disaster for them 'cus the feather will take much longer to dry, which mean they can't fly away if a sparrow hawk show' up...so be careful how much water you add into the bowl.
Seems like a good idea and I will try it, although I think it could get very expensive - even the best tea lights only last a few hours.
If you fill up a thick ceramic bowl with warm water it will take a few hours to freeze anyway. Is warm water harmful to birds, and if so what is the limit?
A metal bowl is probably not a good idea as it conducts heat too readily - it might get too hot, and it will also cool down a lot quicker.
