A great Self Propelled gun capable of stopping most allied armor. The largest problem the German's had with their refurbished captured armor was repair and maintanence. To many different sized tracks, road wheel engines transmissions.
The Americans had one primary unit the M-4 , and the Soviets two the T-34 and KV. So often those with a lack of real training or study don't realize that armored combat is not about individual units but logistics, Supply maintenence and repair.
The distinction was between Cruiser Tanks and Infantry Support Tanks, a distinction, that was mainly made by British and French Army, to a lesser degree by german Army with Panzer 3 and 4. The distinction became obsolete with the success of the first dedicated Main Battle Tanks - T-34 and Panther/Tiger.
The Hetzer, however, was planned and constructed as dedicated tank destroyer. Without a turret, he wouldnt even count as "proper" tank, but as a self-propelled gun.
A tank is an armoured combat vehicle with a turret and a gun designed to destroy other tanks. A self-propelled gun is any gun mounted on a vehicle with either wheels or chasis, and even if it's armoured, it still has a significantly thinner armour than tanks, and often doesn't have a turret.
Tanks are not made for killing tanks only, short barreled tanks are used as anti-infantry aswell or infantry support (usually firing high explosive rounds and not armour penetrating)
There are two types of tanks - main battle tanks and infantry support tanks. When you say 'a tank', it is usually taken that you're referring to a main battle tank :P
Well back in WW2 the Americans used their main battle tanks for the infantry support role exclusively and let their tank killers take care of enemy armor, i thought i'd mention it since this video is WW2 related.
That was the American doctrine in theory because they haven't faced any real tank combat when making it. That's one of the reasons why their tanks had such a crappy armor. However, when they came to Europe, they realized the reality was different and that their own tanks couldn't avoid facing other tanks.
The distinction on Main Battle Tanks and Infantry Support Tanks was made after WWII, the boundary wasn't exactly clear during WWII.
The Swedes made the "S-tank" which didn't have a turret. Turret is a design option, mounted assualt is a mission that determines whether something is a tank.

The Hetzer was inspired by the Maresal Tank Destroyer, a Romanian design. The Romanians however lagged behind with the design and testing.
