If nobody did what they said, they'd be powerless, and you'd never have to worry about it, but people seem more than happy to do what they're told if they can pass the blame for their actions onto somebody else. The story takes place at a military academy and the line is constantly used by the commandant of the school. Example:

And towards the end, at a co-ed dance, someone really does take a dump in a punch bowl.
