Have you been in the American West? He isn't asking anyone to learn Spanish as a first language, it is just outreach. Americans don't have to speak English only to be Americans. We have many Chinese, Italians, Greeks, Germans, Polish, French, Polish...etc here as American citizens who speak their language as a first language. It is OK to speak to someone in their first language because the translation may be hard to understand. Most kids of immigrants speak English as a first language.

Why do people think speaking Spanish means a person doesn't speak English? My wife is from Mexico, but speaks English better than 90% of my college students (who's comprehension level is two grade levels higher than the national average). So she can discuss them in English, but can discuss them better in Spanish. Besides, addressing her in Spanish as well as English (and not always English), shows respect. It shows one is not anti-Spanish, like these silly "Learn English" comments are.
